When you talk about the color Black it's the color that doesn't reflect light or emit light. It's questionable if it's a color but considered as it is. It's summend up as "achromatic" and hueless. Some of the resasons for Black to be considered a color is the way you mention or describe for say a cat or paint, like "black paint" or "black cat".
Even though black is a symbol of mourning, especially in western countries related to funurals and memorials it's in other parts of the world consider not to be. Two examples is Asia and Africa where white is the color of mourning. Well, no matter how you twist it, the color black with it's darkt tone is still making us consider it to belong in the region of darkness, doubt and ignorance(English heraldry), perhaps even a symbol of death, the unknown and somewhat evil,worn by goths and rockers.
Then again, to go back to Africa again(Tanzania, Maasai and Kenya)the color black stands for rain clouds and with that life and prosperity and the native Americans consider the color to be life giving soil...

In the Fashion industry(western)the color black is considered stylish, elegant, powerful and sexy. The expression "it's the new black" is a often used term and it has a way of always getting a spot on either the red carpet or at the coktail-party. This comment about the "new black" reffers to something fashionable.
